The Department of Health in England and the Welsh Assembly Government in Wales have issued separate new guidance on giving a choice to people who need to move into a care home. From 14 October in England and 15 September in Wales, local authorities must only offer people a care home which is more expensive than they would normally fund (and so require a top up from the resident) if the people are willing and able to meet the extra charge and have chosen to move to such a home.

If the fees are higher than the local authority's standard fees because the resident needs extra care, the local authority should meet the extra cost. In Wales, a person can choose a care home anywhere in the United Kingdom.
